National Road Accident
Rescue Plan (NRARP)

Executive Concept Paper

To: Ministry of Transport & Infrastructural Development / Ministry of Health From: Avantis Technologies Subject: PROPOSAL FOR THE IMPLEMENTATION OF THE NATIONAL ROAD ACCIDENT RESCUE PLAN

1 Executive Summary

The National Road Accident Rescue Plan (NRARP) is a strategic initiative designed to drastically reduce road traffic fatalities in Zimbabwe by establishing a High-Speed Emergency Response Grid along the country’s major highways.

By decentralizing ambulance deployment from city hospitals to 21 strategic tollgates (choke points), NRARP ensures that professional medical assistance is available within the "Golden Hour" of trauma. This project transforms our existing tollgate infrastructure into Life-Saving Hubs, utilizing advanced automated dispatch technology to protect Zimbabwe’s human capital and reduce the ~3% annual GDP loss attributed to road carnage.

2 Situational Analysis: The Silent Epidemic

The Human Cost

51,000+

Accidents recorded in 2023, resulting in 2,099 confirmed fatalities (avg. 5 deaths per day).

The Response Gap

4 Hours

Current delays for rural highway accidents. The "Golden Hour" (60 mins) is missed, reducing survival by 66%.

Economic Impact

3-5% GDP

Annual loss estimated by UN/WHO due to lost productivity, healthcare strain, and vehicle destruction.

3 The Solution: Intelligent Response Ecosystem

Forward Deployment

Instead of housing ambulances in hospitals, NRARP positions fully equipped Intermediate Life Support (ILS) units at 21 Tollgates. This ensures no accident on a major artery is more than 50km away from help.

Automated Dispatch

A dedicated "Panic Button" App eliminates human delay. The system calculates traffic density to dispatch the fastest unit and transmits patient vitals to the hospital while en route.

4 Strategic Benefits

5 Implementation Roadmap

Phase 1: The Pilot (Days 0-90)

Deploy 3 Ambulances to the "Golden Triangle":

Skyline Norton Eskbank

Goal: Reduce response time to <30 mins.

Phase 2: Corridor Rollout

Expansion to the full Harare-Beitbridge corridor (Chivhu, Mushagashe, Lutumba).

Phase 3: National Coverage

Activation of all 21 critical tollgate nodes across Zimbabwe.
